Ambient Air Quality Monitoring Plan in year 2013

The program starts from 3/8/2013. The planned contents of tasks include maintaining the normal operation for the 5 artifical measurement stations in the county, performing noise inspection control and regular monitoring and maintenance, processing the tasks of noise detection of motor vehicles, executing the operations of specific pollution source monitoring vehicles in 3 locations within the county (Xiluo Agricultural Product Market, Xizhou Incineration Plant and SUNNY FRIEND ENVIRONMENTAL TECHNOLOGY CO., LTD. etc.), executing the monitoring operations for movable monitoring vehicles dedicated to petrochemical industry (since October, 2013), monitoring for the Huwei Park of the Central Taiwan Science Park (CTSP), fallout sampling analysis for sensitive region at the peripheral of the Sixth Naphtha Cracking Plant, check operations for the offshore island industrial district measurement station of the county, regular maintenance for monitoring equipments in the weather station, processing the indoor air quality investigation and detection operations of large public places or business places in the county and making the propaganda composition with respect to indoor air quality, and operating maintenance of electronic display board and making and playing brochures.With the effective execution of the program, together with complete quality assurance/control (QA/QC) measures, good data quality is guaranteed, the environmental quality changes in Yunlin area is further under actual control as the criteria for air pollution and noise control strategies planned by the Environmental Protection Bureau, such that the reduction of air pollution and improvement of environmental noise is further achieved.The execution results for various task items of the program in this year are mainly listed as below: (1) The maintenance for the facilities in the 5 artifical measurement stations is operated every month regularly, including apperance of instruments, current supply conditions, flow adjustment function, timer action function, checks for cleanness and function of filter paper holders, function of sampling motors, function of carbon brushs and flow correction. (2) With respect to the sampling analysis results for artifical measurement stations, TSP complies with the air quality standard, while the fallout product lying in the groups from extremely light pollution ~ light pollution with refrence to the fallout product grouping of the former Provincial Environmental Protection Office.Overall, TSP approximately tends to be lower in summer but higher in winter for every year, no significant and regular trend change discovered for fallout product. It shows that season is still one of the critical factors impacting the long-term trend of TSP. (3) With respect to the monitoring of general ambient sound volume, the ambient sound volume is monitored for 10 monitoring sites quarterly. In spite of ambient sound volume or road traffic monitoring sites, the monitoring results for all monitoring sites comply with control standards.With respect to the noise along high speed rail, the monitoring is performed at 6 monitoring sites in 5 places, and all monitoring results comply with control standards.With respect to complained sound volume, total 6 times of monitoring are performed, all the monitoring results comply with control standards, and 1 expert and scholar aided inspection is processed for frequently complained noise cases. (4) The air quality monitoring for movable monitoring vehicles is performed quarterly. The results in 3 places with respect to specific pollution source and mobility monitoring all comply with air quality standards. Wherein, partial monitoring values in the Xiluo Agricultural Product Market are comparably higher than those in other monitoring sites because of the large amount of accessed people and vehicles, in which most vehicles are diesel pallet trucks, trucks and motorcycles, such that the indoor air ventilation is poor. (5) With respect to the movable monitoring vehicles monitoring operations dedicated to petrochemical industry, the air quality monitoring is performed in 2 places at the peripheral of the Sixth Naphtha Cracking Plant industrial district monthly. From 10/2013 to 1/2014, total 8 monitoring operations are conducted. Also, with the mobility monitoring, the monitoring values such as PM10 and PM2.5 are sometimes hight for the monitoring results. They exceed the air quality standards, the monitoring results for other pollutants comply with teh air quality standards. (6) With respect to the monitoring in the Huwei Park of the CTSP, the monitoring results for hydrogen sulfide, ammonia, volatile organic compound and heavy metals with PM10 all comply with the peripheral reference standards and the EU annual goals. (7) With respect to the monitoring results for fallout product at the peripheral of Sixth Naphtha Cracking Plant, the monitoring results in various monitoring sites lying in the extremely light pollution group currently in this year with reference to the grouping of the former Provincial Environmental Protection Office. (8) With respect to the measurement station check for offshore island industrial district, the regression analysis for instruments in general air quality monitoring stations shows good results, but the accuracy errors of PM10 analyzer in the Taisi Station and the SO2 analyzer on monitoring vehicles are relativley high, which have all been improved in reviews afterthat. The Guanghua measurement station roughly comply with the check tiem rules. (9) People are dispatched to perform the maintenance operations of the Environmental Protection Bureau for equipments of weather stations in 5 places, including Sixth Naphtha Cracking Plant Northern Dormitory, Sixth Naphtha Cracking Plant Southern Dormitory, Qiaotou Elementary School, Xinxing Elementary School and Shangde Elementary School etc., regularly every month. (10) With respect to indoor air quality investigation detection, for the first group of sites to be controlled, 9 standard approaches are used for detection in 10 entities, in which 6 places have disqualified detection results; In addition, for medical institutions and kindergartens, the bacteria, fungus investigation and detection are performed for 15 entities, in which 5 places are disqualified, wherein, experts and scholars are invited for field diagnosis and guiding for improvement for 20 entities. promote indoor air quality demonstration sites for 1 entities. (11) The montly regular taks of check and arrangement for electronic boards (including ambience) are mainly to check regularly the maintained hardware equipments and functions, including power boxes, air conditioning equipments, lamp lighting equipments, computer systems, board host equipments, and interior cleaning, waterproof and door lock functions etc.
